A thorough review of SEN provision in Surrey has recently been completed. During the course of this review, a study of best practice internationally and within the UK was also conducted. The knowledge gained, in the context of Surrey's recently published Social Inclusion Framework, has influenced significantly the strategic direction and objectives proposed in the Plan.

Having consulted widely during the period of the review, Surrey's SEN policy and principles have also been revised. The Council's Corporate Management Team have endorsed this draft Plan.

Subsequently the Executive gave their agreement in principle to the strategic direction, outlined for the next five years, and for the Plan to go to public consultation. The consultation period will run from 27 April 2009 to 17 July 2009.
